Who needs HAZWOPER supervisor training?

Paragraph (e)(4) applies to on-site managers and supervisors who are directly responsible for, or supervise, employees engaged in hazardous-waste operations covered by the cleanup-worker provisions. The employer should decide based on actual authority and assigned work. A general supervisor title does not automatically determine which HAZWOPER provisions apply. [1]

The additional supervisor instruction must address the employer’s safety and health program, employee training program, personal protective equipment program, spill-containment program, and health-hazard monitoring procedures and techniques. An online supervisor course can support that preparation, but the employer still needs to address its own programs and the conditions at the site. [1]

Initial supervisor preparation depends on the workers being supervised

Minimum foundation before the additional supervisor instruction
Employees being supervisedSupervisor preparation under paragraph (e)(4)
General site workers
Paragraph (e)(3)(i)
At least 40 hours of initial instruction and three days of supervised field experience, followed by at least eight additional hours of specialized supervisor training at assignment.
Qualifying occasional or limited-exposure workers
Paragraphs (e)(3)(ii) and (iii)
At least 24 hours of initial instruction and one day of supervised field experience may apply when the workers being supervised qualify for those limited pathways, followed by at least eight additional hours of specialized supervisor training.

A supervisor responsible for general site workers should not select the 24-hour foundation simply because the supervisor spends less time in the exclusion zone. The training foundation follows the level required for the employees being supervised. [1] [4]

Initial supervisor training and annual refresher training are separate

Initial and refresher training at a glance
TrainingPurposeWhen
Initial worker-level preparationEstablishes the applicable 24-hour or 40-hour foundation and required supervised field experience. Before participating in or supervising covered field activities.
Initial supervisor instructionAdds at least eight hours on the employer programs and supervisory responsibilities listed in paragraph (e)(4).When the manager or supervisor is assigned.
Annual refresherReviews applicable worker and supervisor topics, relevant incidents from the prior year, and other current subjects.Eight hours annually for covered employees, managers, and supervisors.

Completing the initial eight-hour supervisor course does not eliminate the annual refresher requirement. A regular worker refresher also does not repeat the specialized supervisor preparation required at assignment. [1] [4]

Common HAZWOPER supervisor training questions

Is the 8-hour HAZWOPER supervisor course enough by itself?

No. The learner must first be trained and complete supervised field experience to at least the level of the employees being supervised. The employer must also address the specialized programs and site-specific responsibilities required for the assignment.

Does initial HAZWOPER supervisor training replace the annual refresher?

No. Initial supervisor training and annual refresher training serve different purposes. Covered managers and supervisors must receive eight hours of refresher training annually after completing the applicable initial worker and supervisor preparation.

Can a supervisor refresher also count as the annual worker refresher?

The CLS training portal describes its supervisor refresher as refreshing both the supervisory material and the learner’s underlying 24-hour or 40-hour HAZWOPER training. The employer should confirm that the selected version covers the learner’s current duties, relevant incidents, and required annual topics. [6]

What if a HAZWOPER supervisor missed the annual refresher?

OSHA advises attending the next available refresher. When a substantial amount of time has passed, more extensive retraining may be necessary. The employer should make that decision case by case after reviewing retained knowledge, prior preparation, and expected duties. [3]
